Send Flowers to the Family Offer Condolences or MemoryTHE HONOURABLE FRANCIS CREIGHTON MULDOON Frank Muldoon was born in Winnipeg in 1930, and passed away peacefully, in Ottawa, on January 9, 2013. He was the beloved husband for 57 years of Lucille (Shirtliff) and loving father of Dr. Laura (Dan McDougall) and Sean (Lynn Macphail). Frank was and will always be Grandpa to Séamus, Fiona, Moragh, Meghan and Adam. He was predeceased by his parents William and Laura (Meredith) Muldoon, and brothers Daniel and Robert. He is survived by his nephews Bill and Dan. Frank had a long and rewarding career in the law. He was in practice in Winnipeg for 14 years before being named chairman (in 1970) of the Manitoba Law Reform Commission. His successfully implemented reforms in Manitoba led to his appointment, in 1977, as the vice-president and later the president of the Law Reform Commission of Canada. He joined the bench of the trial division of the Federal Court of Canada and the Court Martial Appeal Court in 1983. As a Federal Court Justice Frank was known for the justice, passion and eloquence of his thoughtful and well-researched judgements. He was always delighted to share his ideas and to assist his juniors in the legal profession. Frank loved people and lived his life to the fullest. In his younger days he was the life of any party and a raconteur par excellence. He mastered several languages and many more accents, which he used to great effect in his story-telling. He was a staunch supporter of local purveyors of food and drink! Friends are invited to visit at the Central Chapel of Hulse, Playfair McGarry, 315 McLeod St. (at O'Connor), Ottawa, on Sunday, January 13 from 2:00 p.m. to 4:00 p.m. and 7:00 p.m. to 9:00 p.m. Funeral Mass will be celebrated at Resurrection of Our Lord Roman Catholic Church, 1940 Saunderson Dr., Ottawa, Monday, January 14 at 11:00 a.m. As an expression of sympathy, donations to the Ottawa Hospital Foundation would be appreciated. www.mcgarryfamily.ca

I got to know Frank well during 1994 and 1995 when I clerked with him in Ottawa at the Federal Court after graduating from law school. We have kept in touch with annual Christmas cards ever since. He was an eloquent and thoughtful man, and always an ardent Canadian patriot. There was never a dull moment working for Frank, and his judicial style will always influence how I practice law. So sad to hear of Judge Muldoon's ("call me Frank) passing. I was his law clerk (and fellow Winnipegger!) in the early nineties and remember well his wit and wisdom. I will never forget his wonderful way of being encouraging and supportive. Afterward, I looked forward to his annual Christmas card detailing with great pride his family's events. Dear family, I am so sad to hear of such a wonderful person passing such a Frank. I knew your loved one through my Mother Lora Fraser in the Liberal Party, they were great buddies and were to fight for change in the Party. At the time at 16 I entered the Young Liberals and many a time went to Frank for advice, he always had time for me and other Young Liberals. He was aVERY forceful person for what he believed in and yet a wonderful Gentle. Man. He and his wisdom will be sadly missed and you have my prayers at this time. I can feel for you as I lost my husband 1 year ago this month. We must live on the love and memories of our loved ones and you have many from this kind wonderful man.
