Shirley was predeceased by her father John Timm, and her granddaughter Kusi Shirley Sotelo Timm. She is deeply missed by her husband of 31 years, Edwin Rudolph, daughter Teena (Ivan), and grandchildren Lanzon, Wayrandina and Coyllur. Politics were a passion for Shirley; she was a strong woman of leadership and commitment to her community. Shirley was the Ward 5 school trustee with the River East Transcona School Division at the time of her passing and served as a City Councillor in the City of Winnipeg for over 14 years representing Springfield Heights and later Transcona. Shirley's many outstanding achievements in office included Acting Deputy Mayor, her position on the City's Executive Policy Committee and facilitating the construction of a recreation site in southeast Transcona which became known as Lake Shirley. Shirley was dedicated to volunteerism and held influential roles on many boards and associations in the City of Winnipeg and Province of Manitoba. She was a vital member of the Concordia Hospital Executive Board of Directors, Tourism Winnipeg, the Association of Manitoba Municipalities, the Federation of Canadian Municipalities and Shirley proudly served as President of the Yellowhead Highway Association. Shirley enjoyed her relationship with the business and non profit community. She volunteered in countless events and fundraising efforts for many charitable organizations including The Transcona Optimists and the Children's Wish Foundation. She loved the gift of connecting with her friends and colleagues. Shirley loved her small family with a big heart and the joy of her grandchildren brought special meaning to her life. Shirley was the best mom and confidante a daughter could ever have, I love you Mom. Mrs. Timm-Rudolph was very kind to me while I worked at Councillors' office. I was a single mother and was impressed with her generosity and empathy towards all. I was sorry to learn so late of her passing. - Posted by: Lena Laufer (I was receptionist at City Council for part of Councillor Timm-Rodolph's term) on: Oct 27, 2019

Shirley taught me a lot of how the City of Winnipeg works. When she helped me run for City Council, she guided me and helped me and the experience forever changed me. Very sorry to hear of Shirley's passing. I had the pleasure of volunteering with Shirley one year when she was a campaign manager for a city council race. She was so kind and funny and such a giving person. She made me laugh with all her political stories and gave me some personal advice and guidance that I will keep with me forever. Rest in Peace beautiful lady. You will be missed. - Posted by: Maria Kielbasowycz (Acquaintance) on: May 23, 2014

We are extremely sorry to hear of Shirley's passing. I had the opportunity of working closely with her as her campaign manager while she sat on council and we became very good friends. We worked together on a number of projects in Transcona such as the Optimist Park both phases, upgrades to other parks in the area, setting up the 1st skate board park in the area, playing Santa Claus when Shirley held a christmas party for underprivileged kids. I could continue on with many other items we worked on and got accomplished. I'm sure she is starting to take charge in heaven now. We will miss you and thanks for been such a good friend. - Posted by: Moe & Judy Orlowski (Good Friends) on: May 20, 2014

I will always remember Shirley for her determination to see a task accomplished. We had Mcivor avenue closed for a while at least, to slow the traffic. Tina I will never forget the day you and Maria ran all the way to river east collegiate as the king and queen of hearts. It was absolutely hilarious. I was shocked to hear of Shirley's passing. It only takes a spark to get a fire going. Shirley was that spark. - Posted by: Lilli Schneider (Mcivor avenue neighbor And friend) on: May 20, 2014

We met Shirley when she and Ed purchased the cottage next door. The best neighbor and caring person. Ed and Shirley were busy building their dream. She was very much liked by my husband and I. I would like to think that they are sitting having coffee. Till we all meet again God Bless a wonderful person, Shirley. You are already missed. - Posted by: Corinne Dusa (Lake friend and neighbor) on: May 18, 2014

Shirley was an amazing lady. For me, her greatest quality (and she had so many) was her humility. Her accomplishments were so numerous and yet she remained humble and that, in my opinion, is the hallmark of a truly great person. God bless, Shirley. Until we meet again. - Posted by: Richard Lane, (Friend) on: May 17, 2014
