WILLIAM (BILL) JOHN BORLASE

It is with heavy hearts that we announce the sudden passing of our beloved husband, father, brother, uncle, cousin and friend Bill Borlase on July 19, 2019 at the age of 70 years.
Bill leaves to mourn, his beloved wife, of soon to be 45 years, Janice, whom he met in 1971, his son Bryan, his brothers, Don (Colleen) and Laurie (Corinne), sister Valerie Snuggs (Doug) and sister-in-law Barbara, brothers-in-law, David (Marilyn), Phil (Janet) and Barb, as well as numerous nephews, nieces, extended family and friends.
Bill was predeceased by his father John (Jack) in 1995, his mother Margaret in 2004, his brother Richard (Ric) in 2009, brothers-in-law, John (Jack - 1973) and Nelson (2014).
Bill was born January 6, 1949 in Winnipeg, MB, growing up on Conway Street in St. James, delivering papers for the Free Press in his teens. He graduated Silver Heights Collegiate in 1967 and later from the University of Manitoba in 1973 with a Bachelor of Science and in 1979 with a Bachelor of Science in Engineering (Civil). Bill worked for the City of Winnipeg as an engineer for 42 years. He was part of many associations, including past president of the Manitoba chapter of Canadian Public Works Association and former director of Western Canada Water Environment Association. He enjoyed travelling to numerous conventions throughout Canada and the US bringing not only his wealth of knowledge, but his overflowing sense of humour and wit. He was a man that made friends wherever life took him.
Bill was an avid sports fan, whether it be curling, hockey or football. In his younger years he made the annual CFL Grey Cup a part of his November travels regardless where in the country it was held. Selling 50/50 tickets at Jets 1.0 games during the WHA years, attending many Manitoba Moose games, he was excited to become part of the Winnipeg Jets season ticket association and enjoyed his game nights with his wife Janice. Blue and Gold were truly his colours that he wore proudly cheering on the Winnipeg Blue Bombers. A season ticket holder for the past 52 years, first as a single man, then with his wife, and then enjoying each game with his son.
A Celebration of Life in his honour will be held Friday, July 26, 2019 at 1:00 p.m., at the St. Boniface Golf Course, 100 Youville Street, Winnipeg.
In lieu of flowers, donations may be made to the Manitoba Mutts Dog Rescue or a charity of your choice.

  • Art and I met Bill and Janice and Mike and Darlene when we asked to share their table at a WEF Conference in LA several years ago. We had so much fun with them then and at several other WEF conferences thereafter. We had always hoped that there would be another opportunity to be with them.   • I remember Bill he was a funny, witty guy who always had a joke. Was very enthusiastic about sports. Went to a couple of Moose games with them and their cabin - always a good time.   • There are only three people that I have vivid memories of the first time we met. The first is my wife, the second is my son and the third is Bill Borlase! It was October 1989, Edmonton, at my first WCWWA conference - in a hospitality suite stood this larger than life man with a great wit and the ability to make friends with everyone in the room. As the evening wore on, and security came to the door for the third time, WJB put his charm on overdrive and convinced the security that it was the hotels fault that we may have been causing a slight disturbance. He "settled" for the hotel moving the bar and some furniture to a storage room next to the underground parking so that the event could continue until the wee hours. I was impressed with WJB! In 1996 we became coworkers at the City of Winnipeg. His experience, knowledge and expertise was quickly noted and he was the defacto leader at our Tuesday morning Managers meeting. The staff in his Division very much respected WJB and he returned that in spades every time he could. Bill, it is a tragedy that you left us way too soon.
