May 19, 1943 - January 23, 2022
It is with great sadness that the family of Janet Baldwin shares the news that on January 23, 2022, Janet died at Princess Margaret Cancer Centre in Toronto after a brief illness. Her beloved children and sister were by her side.
Janet was born in Bolton, England to Joseph and Irene Baldwin. She was educated at Bolton School and went on to study law at King's College, London, where she graduated with an LL.B in 1964. She received an LL.M from the University of Illinois, after attending the University of Warsaw, Poland, from 1964 to 1966. At the University of Manitoba, she served as a professor (1967 to 1998) and as Associate Dean for four periods between 1982 and 1997. She was proud to serve as a Commissioner (2000) and the Chairperson (2001 to 2007) of the Manitoba Human Rights Commission. After retirement from the commission, she went on to serve as Chair of the Hunger and Poverty Awareness Committee of Winnipeg Harvest and as a member of their Board for many years.
She enjoyed sailing, theatre, yoga, learning languages, international travel, leisurely meals with friends, long conversations, bold fashion, and spending time with her sister in her second home on the seafront in Hove.
She is survived and lovingly remembered by her sister, Margaret; her children, Anna (Meredith) and Pen; and her grandchildren, Micah, Asher, and Norah. She was predeceased by her husband, Roland Penner. She will be deeply missed by her many friends and colleagues both in Canada and the UK.
A private cremation has been held. At Janet's request, there will be no funeral but she would like all of her friends to raise a glass in her honour.

My condolences for your loss 💐 I had a Janet Baldwin for 1st year contracts in 1997. She was excellent and I loved every moment of her class. Dear Anna and Pen, I was saddened to hear of the passing of your mother. I fist met Janet in law school when I was in her Trusts class. She was a wonderful professor. Years later, I sometimes saw your folks socially. I, not infrequently, ran into your mother at Edward Carriere's where we would discuss her work and our children. Rachel Cooper is my daughter, so there was a lovely intersection. I last saw your mother at Safeway prior to the pandemic. She discussed some house maintenance problems, the possibility of a trip to England to see her sister, both of you, of course, and also how very much she missed your father. Her loss was palpable. It is with sadness that I received the news of the death of Janet. Our last contact was via a long email in November where Janet was looking forward to spending Christmas with Anna, the grandchildren, Penn and her sister Margaret. However, she did speak of her medical issues, a bone marrow biopsy. I said in the email I could hardly wait until we could get back to our regular visits at Nicolini's Restaurant on Pembina Highway. Janet and Roland were so supportive of me when in 1999, I moved from Edmonton to Winnipeg to join the law school as their Law Research Librarian. They welcomed me and invited me to their rented cottage at Victoria Beach. It was fortuitous that Janet spent her last days in Toronto surrounded by her loving family. She left great children (Pen & sister), there is no doubt that she was a great person and that besides being a person dedicated to life, her children are a reflection of the special being that she was. Janet Baldwin was my contract’s professor in 1st yr and if my memory serves me right taught me a Women and Law Course. She was an excellent professor, always prepared and thoughtful with a sense of humour. She was also a trailblazer for women in law, especially in the world of academia. She will be dearly missed. I had the privilege of being one of Janet Baldwin's students while attending law school at Robson Hall, the U of Manitoba law school. She was very bright and a most stimulating professor. Later she was appointed legal counsel to the Manitoba Human Rights Commission and did an excellent job there. She found her soul mate in Roland Penner. Recall visiting with the two of them at various Canadian bar meetings. She had her children later in life and attended these conventions usually with a child in a baby basket. When Roland passed away she organized a celebration of life for Roland that made all of us realize how much service he gave to Canada and to the legal system in this country. Thank you for a life well lived. You are an example for all women who have obtained a law degree as to how to productively put that education into practice. Shelley G.Mitchell, B.Sc.
