The son of Philip and Joan, Cam grew up in Winnipeg. He began his career as a social worker on the railway gang with Frontier College, then on the streets of North Winnipeg. Moving to Ottawa, he led some of Canada's most innovative social change programs: CYC, OFY, LIP, and LEAP. As ADM of Indian Affairs in the mid 1970's, Cam took the radical step of appointing Indigenous leaders in senior Ministry positions across the country.
Cam passed on May 22, 2023, and is survived by his beloved wife Doris Mae Oulton, sons Christopher (Mischa) and Craig (Caitriona), and grandchildren Evelyn, Gwen, Zibi, Alexandra, Emmet, and William.

Cam and I were students at United College together, and later in life found ourselves working in the Neighbourhood Houses Social Work programs in Winnipeg. He and I shared a mutual respect, and always found topics of conversation and fellowship when occasionally we happened to find ourselves meeting in later years. I knew Cam at United College (now University of Winnipeg). He was one of those who took part in everything during our college years. He was always "there" and always willing to help in whatever way needed--and there were lots of ways so we kept him busy. Though I lost track of Cam after graduation, it doesn't surprise me to learn of his many and fine contributions to the larger world. My folks rented one of the Mackie cottages at Sandy Hook, Manitoba for a number of years and our families always enjoyed each others company during those summers. The first picture I have of Cam and myself is the two of us having a bath in a laundry tub at about age 2 or 3 at the Mackie's cottage. Cam and I became good friends and buddies until we went our separate ways in different careers after high school. We had many fun times in our growing up years and many stories we could share but would take up far too much time and many columns to relate in this tribute.
