RICHARD GEORGE (RICK) PALMER Richard Palmer, 62, died July 19, 2002, of complications following heart surgery. Rick was born in Vancouver, BC, to Perle and Ernie Palmer. Following his graduation from Kitslano High School, he obtained his B.Sc. degree at the University of Oregon and later attended U.B.C. His employment led him to every western province and Ontario. Richard worked with various school divisions in Special and Native Education and also was employed by the provincial government in the area of mental health while in British Columbia. He worked in federal corrections for many years in Manitoba, developing an outstanding program for prison education and training. While in Saskatchewan he worked for the provincial government in the area of drug and alcohol abuse. Richard worked for a variety of social service agencies in Ontario and Alberta, managing services for the deaf and hard of hearing, mentally disabled and integrating services to children. He also served on the National Parole Board of Canada. He was known for his extraordinary intellect and creativity. His many and varied interests resulted in countless friends in every sector throughout Canada. As a social/political activist, lover of the arts, exceptional social services administrator, and dedicated educator, he demonstrated unequivocal ethics and a caring attitude. Richard is survived by his wife Katherine; children, DArcy and Erin of Toronto, ON; his mother Perle; and sister Judi Greenwood, of Richmond, BC. A memorial service will be held at 10:00 a.m. on August 17 at the Unitarian Church of Vancouver, 949 49th Ave. W., Vancouver, BC, V5Z 2T1. A donation in his name to the charity or cause that best represents your association with Richard would be appreciated in lieu of flowers.
