Send Flowers to the Family Offer Condolences or MemoryCLARENCE LYLE BARBER O.C. Ph. D. F.R.S.C. Passed away peacefully at the Oak Bay Lodge, Oak Bay, BC on Friday, February 27, 2004 in his 87th year. Clarence Lyle Barber was born near Wolseley, Saskatchewan on May 5, 1917 and spent the first 19 years of his life on the farm. A graduate of the Universities of Saskatchewan and Minnesota, and Clark University, Clarence Barber taught economics at the University of Manitoba from 1949 to 1982, serving as Head of the Department of Economics from 1963 to 1972. Dr. Barber served as Director of Research for the Manitoba Commission on Flood Cost-Benefit from 1957 to 1959. Without his pioneering work in cost-benefit analysis, the Winnipeg floodway might not have been built. He served as President of the Canadian Economics Association in 1958 to 1959. In 1959 to 1960 he was Senior United Nations Advisor on National Income to the Government of the Philippines. In 1966 he was appointed by the Government of Canada as the only member of the Royal Commission on Farm Machinery, delivering its final report in 1970. In 1972 he served as Commissioner on Welfare for the Government of Manitoba. In 1977 he was elected to the Royal Society of Canada. In 1979 he was a member of the National Commission on Inflation. From 1982 to 1985 he was a member of the Royal Commission on the Economic Union and Development Prospects for Canada. In 1987, he was appointed to the Order of Canada and to the Order of Manitoba in 2000. Survived by his wife Barbara Anne (Patchet) sons, Paul (Kim Malcolmson) of Toronto, Stephen (Ruth Bushell) of Victoria, David, and Alan (Barbara Mackenzie) of Winnipeg; grandchildren, Alex, Tom, Jeffrey, Colin, Laura and Carolyn and his brother Clayton (Audrey) of London, ON. A funeral service will be held on Tuesday, March 2 at 2:00 p.m. at First Memorial Funeral Services, 1155 Fort St., Victoria. Phone: (250) 384-5512.
